Evangelista Worley, LLC represents numerous governmental clients in complex federal and state statutory litigation on a full contingency basis.

Among other clients, the firm represents Cook County, Illinois; Cobb, DeKalb and Fulton Counties in Georgia; and Montgomery and Prince Georges Counties in Maryland in lawsuits against a number of major financial institutions under the Fair Housing Act (“FHA”), 42 U.S.C. §§ 3601 et seq. These lawsuits allege that certain subprime mortgage lenders and servicers engaged in the discriminatory housing practice of “equity stripping,” conducted through a pattern and practice of predatory and discriminatory mortgage lending (including through “reverse redlining,” “steering,” and targeting of FHA protected borrowers) and the predatory and discriminatory servicing of, and foreclosures on, those mortgage loans. The complaints seek the recovery of the counties’ direct costs, lost revenue and other damages resulting from unprecedent numbers of home vacancies and foreclosures on minority borrower homes that were the subject of these schemes.

The firm also represents every major county and regional 911 Emergency Call Board in the State of Georgia in cases against the major telecommunications carriers. The complaints allege that the defendants violated statutory requirements to collect and remit 911 telephone fees for the operating expenses of the 911 Emergency Call centers. The complaints seek to hold the defendants accountable for their failure to properly bill, collect from business customers, report to the counties and then remit the required monthly 911 fees.
